COMMUNIQUE DE PRESSE

La Commission Africaine des Droits de lHomme et des Peuples et lAssociation pour la Prévention de la Torture, ont organisé avec la collaboration de lUniversité de Bristol, la première réunion de travail du Comité de Suivi sur les Lignes directrices et mesures dinterdiction et de prévention de la torture et des peines ou traitements cruels, inhumains ou dégradants en Afrique (Lignes Directrices de Robben Island).

Au cours de la réunion qui sest tenue du 18 au 20 février 2005, à Bristol, Royaume Uni, le Comité de suivi, présidé par la Commissaire Sanji Mmasenono Monageng, a été mis en place et ses membres ont également été désignés ; il sagit de :

Monsieur Jean Batiste NIYIZURAGERO, (lAssociation pour la Prévention de la Torture), Vice-Président,

Malick Sow, (Comité sénégalais des Droits de lHomme Sénégal), Membre ;

Madame Hannah Forster, (Centre africain pour la démocratie et les études des droits de lhomme), Membre ;

Leila Zerrougui, (Rapporteure Spéciale sur les Détentions Arbitraires/NU), Membre ; et

Karen McKenzie, (Independent Complaints Directory), Membre.

Afin de mettre effectivement en application la résolution relative aux Lignes directrices de Robben Island sur les Lignes directrices et mesures pour l'interdiction et la prévention de la torture et des peines ou traitements cruels, inhumains ou dégradants en Afrique adoptée par la CADHP lors de sa 32^{ème session tenue à Banjul, Gambie, le Comité de Suivi a, au cours de ladite réunion, défini son mode de fonctionnement et a élaboré des stratégies pour développer ses relations avec les Etats Parties à la Charte Africaine des Droits de lHomme et les Peuples et les autres partenaires.}

Le Comité sest penché sur les questions administratives et financières, les activités à mener durant les deux prochaines années ainsi que sur lidentification des donateurs potentiels.

COMMUNIQUE DE PRESSE

Comme chaque année, la Journée Internationale de la Femme sera célébrée ce 8 mars partout dans le monde. A cette occasion, la Commission Africaine des Droits de lHomme et des Peuples sassocie à toutes les manifestations qui marqueront cette journée pour rappeler ainsi la condition de la Femme dans le monde et en Afrique.

Bien que des progrès soient réalisés, les Femmes demeurent les premières victimes des violations des droits humains sur le continent africain miné par les conflits, la maladie, la pauvreté, etc. Cest pourquoi, la Commission Africaine des Droits de lHomme et des Peuples, réaffirme la nécessité de mettre en application les mécanismes juridiques internationaux et régionaux de protection des droits de lhomme.

Pour ce faire et afin dassurer le renforcement du système africain de promotion et de protection des droits de lhomme, la Commission Africaine des Droits de lHomme et des Peuples, exhorte les Etats Parties à la Charte Africaine des Droits de lHomme et des Peuples, qui ne lont pas encore fait, de signer et de ratifier le plus rapidement possible le Protocole à la Charte relatif aux Droits de la Femme.

La Commission Africaine des Droits de lHomme et des Peuples en appelle par ailleurs aux Etats Parties, aux Institutions Nationales des Droits de lHomme, aux Organisations Non gouvernementales et à toutes les organisations oeuvrant dans le domaine des Droits de lHomme, à célébrer cette journée du 8 mars pour ainsi réitérer leur volonté de donner toute sa place aux droits de la femme sur le continent africain.

La jouissance effective des droits de la femme, tels que prescrits au Protocole y afférent, est une aspiration légitime à la réalisation de laquelle chacun doit contribuer de façon inlassable. Par ailleurs, lannée 2005 sera aussi le grand rendez-vous de la 5^{ème Conférence Mondiale sur les Femmes qui se chargera de faire, dix années après Beijing, le bilan des progrès accomplis par rapport au statut social, économique et politique des femmes.}

^{FOR IMMEDIATE RELEASE Ref:ACHPR/PR/PUB/RELEASE/01/MG PRESS RELEASE The African Commission on Human and Peoples Rights and the Association for the Prevention of Torture organised, in collaboration with the University of Bristol, the First working session of the Follow-up Committee on the Implementation of the Robben Island Guidelines and Measures for the Prohibition and Prevention of Torture, Cruel, Inhuman or Degrading Treatment or Punishment in Africa (Robben Island Guidelines or RIG).

This Working Session which took place from the 18th to 20th February 2005 in Bristol, the United Kingdom, was chaired by Commissioner Sanji Mmasenono Monageng. The following members were also in attendance:

Mr. Jean Baptiste NIYIZURAGERO, (Association for the Prevention of Torture), Vice Chairperson;
Malick Sow, (Senegalese Human Rights Committee, Senegal), Member;
Mrs. Hannah Forster, (African Centre for Democracy and Human Rights Studies), Member;
Leila Zerrougui, (Special Rapporteur on Arbitrary Detentions/UN), Member; and
Karen McKenzie, (Independent Complaints Directory), Member.
In order to effectively enforce the Resolution on the RIG that was adopted by the ACHPR at its 32nd Ordinary Session held in Banjul, The Gambia, the Follow-up Committee defined its modus operandi and drew up strategies for the implementation of the Guidelines by State Parties to the African Charter on Human and Peoples Rights.

The Working Session concluded after examining administrative and financial matters, activities to be carried out in the immediate future, and possible sources of funding for its overall activities.
PRESS RELEASE As is the case every year, the International Day of Women will be celebrated on this 8th day of March everywhere in the world. On this occasion, the African Commission on Human and Peoples Rights associates itself with all the activities that will commemorate this day as a reminder of the status of Women in the world, in general, and in Africa, in particular.

Although some progress has been made in the area of Womens Affairs, Women remain the frontline victims of human rights violations on the African Continent which is plagued by conflicts, diseases and poverty, among others. For this reason, the African Commission on Human and Peoples Rights reaffirms the need to enforce the international and regional legal mechanisms for the promotion and protection of womens human rights.

With a view to achieve this, in particular, and to ensure an enhanced promotion and protection of the human rights of women within the African System, the African Commission on Human and Peoples Rights hereby urges all the State Parties to the African Charter on Human and Peoples Rights, which have not yet done so, to sign and ratify as urgently as possible, the Protocol to the African Charter on Human and Peoples Rights on the Rights of Women in Africa (the Protocol).

The African Commission on Human and Peoples Rights further seizes this opportunity to call on State Parties, National Human Rights Institutions, Non-Governmental Organisations and all Organisations working in the area of Human Rights, to celebrate this day of the 8th of March with reiteration of their will to accord all women their rightful place as equal citizens of Africa.

The effective enjoyment of Womens Rights, as prescribed in the Protocol, is a legitimate aspiration whose realisation calls for the indefatigable contribution of all concerned parties. Besides, the year 2005 will mark holding of the 5th World Conference on Womens Affairs which will, ten years after Beijing, make an appraisal of the progress accomplished with regard to the social, economic and political status of Women.
